Lindsay Dworkin

Senior Vice President, Policy & Government Affairs

Lindsay was named HMH’s Senior Vice President of Policy and Government Affairs following the acquisition of NWEA in 2023. She joined NWEA in 2021, bringing deep commitment to dedication to education policy. At HMH, Lindsay leads initiatives that support educators and leaders by improving instructional materials, leveraging high-quality data to illuminate student progress and shaping systemic conditions for meaningful change.

Her career spans roles in a governor’s office, the U.S. Department of Education and advocacy organizations, where she focused on expanding opportunity for all students. Lindsay’s expertise includes research-driven policymaking, legislative engagement and cross-sector collaboration to improve student outcomes at scale.

She holds a JD from the University of California, Berkeley; an MPA from Syracuse University’s Maxwell School of Citizenship and Public Affairs; an MPhil in international relations from Oxford University; and a BA in economics and political science from the University of California, Davis.
