Samantha Musacchia

Samantha Musacchia is SVP of Policy & Engagement at HMH, where she leads national policy engagement, thought leadership, and advocacy efforts. She works with policymakers, education leaders, and key stakeholders across the country to connect evolving policy trends with organizational strategy and strengthen partnerships across the education ecosystem.

Since joining NWEA in 2019, Samantha has held a series of leadership roles spanning government affairs, business operations, and executive strategy. Most recently, she led HMH's large-scale assessment strategy and previously served as Chief of Staff for NWEA's State Solutions Division, where she oversaw strategic planning, operations, and integration efforts.

Prior to NWEA and HMH, Samantha worked in federal and state K–12 education policy, holding positions with the National Governors Association and the Foundation for Excellence in Education. Throughout her career, she has advised policymakers, developed high-impact policy initiatives, and fostered cross-sector partnerships to advance educational opportunity and innovation.

Samantha holds her BA in social science education from the University of Central Florida and a MPA from Florida State University.
