Emergency relief funds for COVID-19 are designed to help districts and schools plan and implement evidence-based solutions that strengthen learning, accelerate achievement, and create equitable learning environments.
Congress has passed several economic stimulus packages (CARES, CRRSA, and ARP) to help schools tackle immediate needs, provide continuity of learning, and plan and prepare for post-pandemic needs. The portion of stimulus funds that impact K–12 schools is known as ESSER (Elementary and Secondary School Emergency Relief).
The chart below provides an overview of the current economic relief bills and shows how the funds are distributed. More information is available at the U.S. Department of Education website.
CARES Act | CRRSA Act | ARP Act | |
Amount of Funding | $13 Billion | $54 Billion | $122 Billion |

Education leaders have flexibility to use these funds to best meet their individual circumstances. Allowable uses include instructional materials, educational software, professional learning, assessments, salaries, internet connectivity, and devices as well as summer-school and after-school activities. A portion of the funds must be used to implement evidence-based interventions to address learning loss.
